Wanting to win the cup, Ambrose O'Brien attended the annual meeting of the Eastern Canadian Hockey Association. The ECHA was reorganizing itself as the CHA and decided to limit membership in order to maximize profits. Foiled again, Ambrose decided to form his own league to compete against the CHA for the Stanley Cup. In December 1909, Ambrose created the NHA with four teams he owned and the Montreal Wanderers, who had also been denied a team in the new CHA.
